David M. Carbone, Chief Executive Officer Davide M. Carbone has played an active role in the healthcare industry for more than 20 years. In 2006 Davide was named Chief Executive Officer of St. Mary’s Medical Center (SMMC) and Nicklaus Children’s Hospital (NCH), a 460-bed acute care facility with an 81-bed pediatric hospital, fully accredited by the Joint Commission on Accreditation of Healthcare Organizations and owned and operated by the Tenet Healthcare Corporation.
Since taking over CEO leadership at SMMC and NCH, Carbone has utilized his experience in implementing facility and technological improvements, strengthening service line development and expansion, resulting in steady growth for the hospital. In addition to providing vital hospital leadership, Carbone continues to support the local community by serving as a Trustee Member for the Chamber of Commerce of the Palm Beaches and is the 2007 Walk Chair for the Leukemia and Lymphoma Society’s annual Light the Night Walk. Through his extensive involvement and contributions throughout the community, Carbone has acquired a reputation as a respected civic and business leader and an informed, experienced and knowledgeable professional in his field.
Prior to assuming his role at SMMC and NCH, Carbone was most recently the Vice President of Operations and Market Initiatives for the Hospital Corporation of America (HCA), with primary responsibilities for the South Florida and West Virginia regions, and had a 13-year tenure as CEO of Aventura Hospital and Medical Center, a 407-bed acute care medical/surgical facility in Aventura, Fla.
Carbone earned a Master of Health Administration from Duke University, Durham, N.C. and a Bachelor of Arts Degree in Biology from Clark University, Worcester, Mass. A native of Boston, Mass., Carbone and his wife of 22 years, Barbara Ann Miller, a Neonatal Intensive Care Unit nurse, have spent 15 years in South Florida and are the proud parents of two sons, Brian and Johnathan. |

Tom Schlemmer, Chief Financial Officer St. Mary’s Medical Center Chief Financial Officer (CFO) Thomas Schlemmer, MAcc, CPA, certainly knows his job, drawing upon more than 17 years of healthcare experience in financial and business planning, accounting and administrative operations.
A seasoned finance and management specialist, Schlemmer has served as CFO of the West Palm Beach, Fla., hospital since 2002, where he has implemented a demonstrated record of success in organizational development, cost control, and improvement in earnings and cash flow through his leadership and team-building skills.
Schlemmer came to St. Mary’s Medical Center from the Memorial Healthcare System in Hollywood, Fla., where, as Controller, he managed $430 million in annual net patient revenue for Memorial Regional Hospital and its various affiliated care centers and physician staff. Prior to Memorial Healthcare, he spent more than 10 years as Controller of Tenet Healthcare Corporation’s Tenet Physician Services in Florida & Central States Regions overseeing the $53-million physician practice management organization and, from 1990 to 1998, was Assistant Controller at Florida Medical Center, a 459-bed hospital in Fort Lauderdale where he prepared an operating budget of $135 million and a capital budget of $5 million.
Schlemmer is affiliated with the American and Florida Institutes of Certified Public Accountants and the Healthcare Financial Management Association. He received a master’s degree in accounting from Nova Southeastern University in Davie, Fla., and a bachelor’s in accounting from Pennsylvania State University. |

Joey Bulfin, Chief Nursing Officer Mary Jo Bulfin RNC, BScN, MBA HA&P – “Joey” to all who know her – has been Chief Nursing Office (CNO) at St. Mary’s Medical Center and Nicklaus Children’s Hospital in West Palm Beach, Fla., since 2005. However, her tenure at the hospital spans 25 years, beginning in 1980 as an RN in the Neonatal Intensive Care Unit (NICU) after receiving her nursing degree.
As CNO, Bulfin is responsible for all hospital nursing departments; education of all hospital employees; nursing practice in all ancillary areas than maintain nurses, such as radiology, dialysis and radiation oncology; clinical policies and procedures; and organizational quality improvement, including all JCAHO, ACHA and state surveys, among other duties. Despite her impressive work load, she’s always upbeat and finds time to mentor others or lead by example. Bulfin is often praised for her keen insight and leadership abilities, which instill confidence in the hospital’s nursing staff, as well as for her longstanding commitment to St. Mary’s Medical Center.
Prior to being named CNO, Bulfin served as Director of Nursing Operations at the hospital and was Department Head, Nurse Manager of the NICU from 1995 to 2003. She also was Nurse Legal Consultant and Nursing Care Coordinator for St. Mary’s. Additionally, Bulfin was a clinical instructor of nursing students at Palm Beach Community College in 1982-1983.
Bulfin received her Bachelor of Science in Nursing from McMaster University in Hamilton, Ontario, Canada, where she graduated summa cum laude and received the Ruth Burke Memorial Award for highest GPA. She earned her Masters in Business Administration, Health Administration and Policy from the University of Miami, where she also graduated summa cum laude and was inducted into the Honor society for AACSB Accredited Business Programs.
In her off time, Bulfin enjoys bicycling, swimming, traveling, working with orchids and being involved in her community. |

G. Scott Manis, Chief Operating Officer Scott Manis, FACHE, has been Chief Operating Officer of St. Mary’s Medical Center since 2005 and, for more than four months in 2006, served as the hospital’s interim CEO.
A graduate of the inaugural Tenet Executive Acceleration Program, he is responsible for all non-nursing clinical and support department at the facility. A respected professional with an impressive record of accomplishments in the healthcare industry, Manis helped guide development of St. Mary’s Medical Center’s 2006-2007 growth targets, established a hospice service agreement that generates nearly $300,000 in additional annual revenue and delivered solutions for expanding available coverage in cardiology services, among other initiatives.
Prior to joining St. Mary’s Medical Center, Manis was vice president and COO of Valley Baptist Medical Center in Harlingen, Texas, where he previously served as vice president and executive director of the Golden Palms Retirement and Health Community. A Fellow of the American College of Healthcare Executives (FACHE), he earned a Master’s of Science degree in Health Care Administration from Trinity University in San Antonio, Texas, where he also worked as manager of the Genetics and Immunology Research Laboratory.
Manis received his bachelor’s degree in biology from the University of Texas at San Antonio. Since his arrival in South Florida, Manis has served as a member of the Trauma Advisory Committee of the Health Care District of Palm Beach County and currently is an Advisory Board member of the Cystic Fibrosis Foundation of Palm Beach. While in Texas, he was founding chairman of the Rio Grande Valley Local Program Council, South Texas Chapter of the American College of Health Care Executives and a board member of the Trauma Regional Advisory Council, Trauma Region V, Texas Department of State Health Services.
A former Eagle Scout, Manis and his wife, Vicky, reside in Wellington with their three children. |
