Davide M. Carbone, CEO 

Davide M. Carbone, Chief Executive Officer - Davide M. Carbone has played an active role in the healthcare industry for more than 25 years. In 2006 Davide was named Chief Executive Officer of St. Mary’s Medical Center (SMMC) and the Children's Hospital at St. Mary's, a 464-bed acute care facility with an 82-bed pediatric hospital, fully accredited by the Joint Commission on Accreditation of Healthcare Organizations and owned and operated by the Tenet Healthcare Corporation located in West palm Beach Florida.

Since taking over CEO leadership at SMMC, Carbone has utilized his experience in implementing facility and technological improvements, strengthening service line development and expansion, resulting in steady growth for the hospital. This includes the development of the Comprehensive Stroke and Neuroscience Program, the implementation of the Orthopedic Reconstruction and Limb Lengthen Institute, successfully achieved State approval of a Certificate of Need to establish a Pediatric Open Heart Surgery service, recruitment of numerous primary care and specialty physicians and the continued development of new programs and services.

In addition to providing vital hospital leadership, Carbone continues to support the local community by serving as a Trustee Member for the Chamber of Commerce of the Palm Beaches and was the 2007, 2008 and 2009 Walk Chair for the Leukemia and Lymphoma Society’s annual Light the Night Walk, 2009 Walk Chair for March of Dimes, 2010 Medical Chair for the American Heart Association Heart Walk as well as serving on the Cystic Fibrosis Advisory Board. He services on the Boards of the Goodwill Foundation and the South Florida Hospital and Healthcare Association. Through his extensive involvement and contributions throughout the community, Carbone has acquired a reputation as a respected civic and business leader and an informed, experienced and knowledgeable professional in his field.  

Prior to assuming his role at SMMC, Carbone was most recently the Vice President of Operations and Market Initiatives for the Hospital Corporation of America (HCA), with primary responsibilities in both the South Florida and West Virginia regions.  Prior to this, he was CEO of Aventura Hospital and Medical Center for 13 years and led a dynamic turnaround and $250 million dollar redevelopment of that 407-bed acute care medical/surgical facility in Aventura, Florida where he started several new programs including adult open heart and a comprehensive cancer center.

Carbone earned a Master of Health Administration from Duke University, Durham, N.C. and a Bachelor of Arts Degree in Biology from Clark University, Worcester, Mass. He is a Fellow in the American College of Hospital Executives.  A native of Boston, Mass., Carbone and his wife of 24 years, Barbara Ann Miller, a Neonatal Intensive Care Unit nurse, have spent 17 years in South Florida and are the proud parents of two sons, Brian and Johnathan.

 

 
Tom Schlemmer, CFO 

Tom Schlemmer, Chief Financial Officer  -  St. Mary’s Medical Center Chief Financial Officer (CFO) Thomas Schlemmer, MAcc, CPA, certainly knows his job, drawing upon more than 20 years of healthcare experience in financial and business planning, accounting and administrative operations. 

A seasoned finance and management specialist, Schlemmer has served as CFO of the West Palm Beach, Fla., hospital since 2002, where he has implemented a demonstrated record of success in organizational development, cost control, and improvement in earnings and cash flow through his leadership and team-building skills. 

Schlemmer came to St. Mary’s Medical Center from the Memorial Healthcare System in Hollywood, Fla., where, as Controller, he managed $430 million in annual net patient revenue for Memorial Regional Hospital and its various affiliated care centers and physician staff.  Prior to Memorial Healthcare, he spent more than 10 years as Controller of Tenet Healthcare Corporation’s Tenet Physician Services in Florida & Central States Regions overseeing the $53-million physician practice management organization and, from 1990 to 1998, was Assistant Controller at Florida Medical Center, a 459-bed hospital in Fort Lauderdale where he prepared an operating budget of $135 million and a capital budget of $5 million.

Schlemmer is affiliated with the American and Florida Institutes of Certified Public Accountants and the Healthcare Financial Management Association.  He received a master’s degree in accounting from Nova Southeastern University in Davie, Fla., and a bachelor’s in accounting from Pennsylvania State University.

 

 
Joey Bulfin, COO 

Joey Bulfin, Chief Operating Officer -  Mary Jo Bulfin RNC, BScN, MBA HA&P – “Joey” to all who know her – is the COO at St. Mary’s Medical Center in West Palm Beach, Fla.  Her tenure at the hospital spans more than 30 years, beginning in 1980 as an RN in the Neonatal Intensive Care Unit (NICU). Prior to her role as COO, Bulfin served as St. Mary’s Chief Nursing Officer from 2005 - 2011.    

As COO, Joey is responsible for hospital operations of both clinical and non-clinical departments.  She will be instrumental in assisting with daily operations as well as moving St. Mary’s Medical Center forward in our difficult healthcare environment.  Joey has a great background of clinical and operational knowledge and working strategically with physicians in all areas of the hospital.  

Joey received her Bachelor of Science in Nursing from McMaster University in Hamilton, Ontario, Canada, where she graduated summa cum laude and received the Ruth Burke Memorial Award for highest GPA.  She earned her Masters of Business Administration / Health Administration and Policy from the University of Miami, where she also graduated summa cum laude and was inducted into the Honor society for AACSB Accredited Business Programs.  She is also certified in Executive Nursing Practice by the American Association of Nurse Executives.  In 2009 Joey Bulfin was appointed to the Board of Directors for the Florida Center for Nursing by Governor Charlie Crist and currently holds the position of Treasurer.  She also received the Palm Healthcare Nursing Leadership award in May of 2009.  As member of our senior leadership team, Joey assisted in our being awarded the Tenet Circle of Excellence Award in 2009 and 2011, which is presented to Tenet leaders for outstanding hospital performance.

In her off time, Bulfin enjoys bicycling, swimming, traveling, working with orchids and being involved in her community.

 

 
Donna Small, CNO 
Donna Small, RN, MSN, Chief Nursing Officer - Donna joined St. Mary’s in 2012 with significant experience as a CNO and hospital administrator.  She is well-versed in strategic planning, communication, process improvement, and has exceptional clinical experience.

Most recently, Donna served as Chief Nursing Officer for over 8 years at North Broward Medical Center, where she had responsibility for all patient care services.  Her overall responsibilities included the integration of the professional discipline of nursing, aligned with the organization’s mission and strategic goals to ensure effective delivery care systems maximizing quality patient care.

Prior to this position, she served as Vice President / Assistant Director of Nursing at Aventura Hospital and Medical Center, a 407 bed facility in Aventura, Florida. Prior to that, Donna was the Director of Nursing, reporting to the Chief Nursing Officer at West Boca Medical Center. 

Donna’s education and experience demonstrates a lifelong commitment to nursing.  She holds a bachelor’s degree in nursing from Lynn University in Boca Raton Florida and a Master’s degree of Business in Healthcare Administration from the University of Phoenix in Plantation, Florida.  Donna is a member of the American Organization of Nurse Executives, the American College of Healthcare Executives, South Florida Organization of Nurse Executives, The Florida Atlantic University Nursing Advisory Board and is an active board member for the Broward Health Foundation.

Donna and her husband Ed live in Boca Raton and have 3 adult children, Becky, David, and Jonathan and a Granddaughter, Madison, all living in Florida.
